奋力打造“三强七有”高素质干部队伍

  党的十九届五中全会提到,要全面贯彻新时代党的组织路线,加强干部队伍建设,落实好干部标准,提高各级领导班子和干部适应新时代新要求抓改革、促发展、保稳定水平和专业化能力。在助力实现“一创五强”征程中,高质量的“硬核”干部队伍是我们取胜关键所在。

  我们必须破立并举,进一步明确干部队伍建设的鲜明标尺,着力打造“意志坚强、作风顽强、本领高强,心中有群众、眼中有未来、胸中有大局、腹中有谋略、肩上有担当、手上有本事、脚下有行动”的“三强七有”高素质干部队伍。

  举“争先有为”之旗帜。要始终坚持“凭德才、重经历、看业绩、听公论”的人才选用导向,摒弃“凭印象、靠感觉,讲究平衡、论资排辈”的现象,旗帜鲜明地坚持“以争先有为者为本”的人才理念,在升腾争先气场的同时,更加强调“有为”这一结果导向,着力破除干部队伍中错误庸俗的“业绩观”“晋升观”等,搭建“有为才能有位、有位必须有为”的干部选用机制。此外,要强化干部培养的前瞻性和评价的执行力,要立足企业快速发展的现状开展前置培养,强化后备干部的职业生涯规划,对其进行针对性的历练、考察和提升,规避因培养锻炼和考察了解不到位导致的胜任力不足的问题。

  要建立健全“能者上、庸者下、劣者汰”的文化氛围和执行机制,让干部“能上能下”由“导向”变成“常态”。要从健全科学完善的干部考核评价机制入手,明确思想政治、品德作风、胜任能力、廉洁从业等方面的评价标准和行为底线,搭建立体化、全方位的干部考核评价模型,对于长期排名靠后者,要坚决让其“脱帽下课”,形成末位退出常态化。通过强化问责处置对干部队伍形成震慑,倒逼干部时刻保持进取意识和斗争精神,激活干部队伍争先有为的“一池活水”。
